The International Civil Aviation Organization has issued various standards applicable to commercial aviation; these standards are respected in various countries around the world and are a benchmark for the industry dedicated to the design and manufacture of aircraft, the importance that the organization has also acquired gives great relevance, both their opinions and the standards issued; however, there is a question behind its work, what is the mechanism by which its standards are designed and issued? And what references do you have for them?

First of all, what is ICAO?

The International Civil Aviation Organization (ICAO) is a Non-Governmental Organization (NGO); In other words, it is a company that is not under the jurisdiction of any country. In reality, it is an agency of the United Nations (UN) and, therefore, is under its jurisdiction.

Its origin comes from the Convention on International Civil Aviation celebrated by the UN in Chicago from November 1 to December 7, 1944, in this agreement it was sought to promote the application of standards and regulations in a standardized way at the international level. From this agreement in Chicago, the first provisional agency arose in 1945 called “Provisional Organization of International Civil Aviation” (PICAO), which later on April 4, 1947, was formalized in the International Civil Aviation Organization (ICAO). The agency has also been linked to the United Nations Economic and Social Council.

The relevance of international standards in aeronautics

The advancement of technology has been beneficial for means of transport, to the extent that today there are mass movements of individuals internationally and every day, but carrying out this activity requires orderly procedures that ensure the integrity of travelers as the integrity of the destination countries of the travelers themselves.

The standards operate in different aspects of commercial aviation, from the material aspect of the design and construction of aircraft that ensure the safety and comfort of passengers, to the aspect of passenger hygiene; where it seeks to mitigate the risk of transporting diseases on board and to the destinations visited. All these standards seek to provide a reference that establishes a minimum of security in all parts of the world, which is beneficial on an individual and social level.

How are the standards made?

For the development of standards and procedures recommended by ICAO, a structured, transparent and multi-stage process is followed; Often known as the ICAO “amendment process” or “standards development process”, in which several technical bodies are made up of specialists in the field and also specialists from outside the field, but with an opinion relevant to the problem.

Typically, an initial proposal for a new or improved standard of recommended practice or procedure takes approximately two years to be formally adopted or approved for inclusion. Occasionally, this deadline may be extended or shortened, depending on the nature and priority of the proposal in question.
