Due to various questions that the civilian population has made to the International Civil Aviation Organization (ICAO) in Mexico, the organization has responded to the civilian population in a way that invites awareness about the responsibilities of the correct implementation of the protocols of responsibility and safety in the aeronautical operation that have been agreed internationally, but that must be put into practice locally. It is at the same local level where the responsibility for their execution rests.

The reason for the ICAO pronouncement

For about a month, citizens and civil organizations have expressed their dissatisfaction with the redesign of airspace routes in the Valley of Mexico. The disagreement arises from the noise level caused in different neighborhoods, which has reached over 60 decibels due to commercial aviation operations on its new routes.

Initially, discontent was expressed on social networks and through the mass media within the country; however, such has been the disagreement of the public that the claims were made to the International Civil Aviation Organization; Therefore, ICAO has spoken in an honest but prudent response, highlighting that as an NGO it cannot be responsible for the correct application of the protocols that each state must implement. ICAO’s response

Before the claims made to ICAO, it has responded that complying with the agreements established in the international aeronautical standards with which Mexico has committed is a right and a particular responsibility of each sovereign state. Therefore any concern or annoyance regarding compliance with international standards must be addressed by the relevant state authority. In its own words, to the requests of the citizens of Mexico City that demanded clarification from the international organization on how it is involved to ensure compliance with the standards in the redesign of the city’s airspace, ICAO responded: “From According to the guidelines established in the Chicago Convention, the regulation of aviation – and this includes the implementation of ICAO standards – is the right and responsibility of each sovereign State.”

ICAO’s proposal

If for some, the ICAO response seemed merely a movement to delimit the problem, the organization did not stop at mere words. It was concerned to provide a proposal to solve the problem as far as possible. ICAO’s proposal followed the 33rd session of its assembly in 2011. It consists of identifying noise pollution problems at airports and analyzing available measures to reduce noise.
