Tell us a little about yourself, where you are from, what you study and some experiences in the Air Force
I am a native of Lima Peru, I have a career of 40 years in the Air Force, I entered very young, 16 years (in 1980) and my career ended in December 2018, among the 4 years of cadet that is spent in Peru in that race, I practically had “a life” in this career, in the Air Force of Peru, and the same should happen in Venezuela and in the case of your father, we entered into a specialty or a career in the Air Force, in my case I began to study electronic engineering, and my career has always been developed in the field of technology, while growing up in the world of the Air Force horizons were expanded and I entered the aeronautical engineering, systems engineering, and finished my career as head of the Peruvian Space Agency (CONIDA), the people responsible for the interests in outer space of Peru, I am very grateful to my institution and the Peruvian State for the opportunities they have given me, have been many and very good.
Tell us a little about the Peruvian Space Agency In what year was it created?
It was created in the year 1974, it is an institution that is more than 40 years old, in its origins CONIDA (National Commission of Aerospace Research and Development) was dominated, an institution created under the responsibility of the Ministry of Aeronautics, and its mission is to watch over the development of the Peruvian technological research and scientific activities regarding the interests that Peru must find in outer space, it has many years of existence and has done several things, it has launched rockets that have reached ten, fifteen and twenty kilometers of range, probes to make measurements of the low atmosphere, etc. However, the history of CONIDA and Peru has been revolutionary (in the good sense of the word) since in the year 2016 it launched the first Earth observation satellite called PERUSAT1, to develop that satellite Peru hired a French industry, let’s say it’s a long aspiration, a project that went back to the nineties, and at sixteen, for my luck, I became the head of CONIDA when the satellite was three months old, we made a very modern world-class institution, and the satellite we have is a first world tool, and the technology has to be very well understood by the people who manage it, so that people adapt to it.
I understand that apart from being an electronic engineer, you are also a teacher, tell us a little about it
Yes, just what I was saying at the beginning is that my career has been very peculiar, like yours, we are lucky enough to go through an Air Force that is a very modern and very young institution, one in a military institution comes out of the classic, let’s say commonplace, people think that a military man is someone who knows how to give and receive orders, work in barracks, but in reality he goes beyond that, the Air Force officer in the world, ends up being a world class professional, definitely the administration of goods and the treatment of people is something we learn from very young, we receive goods, airplanes and computers, we go beyond the stereotype of the classic military, as you say, one ends up knowing a little economy, management, leadership and the career ends up being very enriching for one, and the training ends up serving in the civilian field, as is your case and mine currently.
What does your company PC Consult do, where is it located?
The fruit of this trajectory, one ends up with a career with an enormous amount of knowledge and experience, one ends up doing many courses and academic degrees, but the rich thing of our career is the experience, dealing with many national people, let’s say in Peru, and in your case you have surely been all over Venezuela, besides many times you go abroad and in my case, as an engineer I have had many studies and jobs outside of Peru, I have been in the United States, France, Italy, Belarus, that marks one’s career, since one finishes with a lot of knowledge and contacts, when one finishes one feels that “one’s wings are clipped”, at 55 years old, but when one finishes one still has energy and the intention to continue, and a way to make this “transition” from military life to civilian life, I decided “not to retire”, but to become a business person who puts himself at the service of the world and interested.
What does my company offer? There are many companies in the world that have interesting projects or contracts in Peru, for example to repair an airplane, modernize systems, which can take six months or a year, this forces foreign companies to seek less expensive but equally efficient and effective alternatives, because they cannot move their engineers, then I offer project management services or assemble special equipment to support companies that already have contracts in Peru, and seek specific profiles that are not so usual here in Peru.
